Clacks 1000 - Citizens' Panel 

The Clacks 1000 was set up in early 2006 and has over 1000 members who have volunteered to take part in survey work for the partner agencies in Clackmannanshire.

The Clacks 1000 is part of a framework for community involvement set up by the Alliance.

The panel was recruited by sending a postal questionnaire to a random sample of residents drawn from the electoral register. Around two postal surveys per year will be carried out and panel members may also be involved in further survey work such as focus groups. Panel research will be managed on behalf of the Alliance by Hexagon Research & Consulting.

Citizens' Panels are not new and many areas of the UK, such as two of Clackmannanshire's neighbouring authority areas, Perth & Kinross and Stirling, use them to gauge public opinion on local issues. Panels are particularly useful for conducting large-scale surveys and for tracking opinion over time.

The recruitment survey carried out in February and March 2006 also included a series of questions on Panel members' attitudes to Clackmannanshire as a place to live and how well they felt key issues were being tackled. Responses to these questions will be used by agencies as a benchmark against which to measure progress. Issues raised will be taken up by community planning theme teams and by individual agencies and services.

Survey 1 - March 2006

Post survey focus groups were held later in 2006 to further investigate some of the issues raised.

Further feedback was received on people's general attitudes to Clackmannanshire, their attitudes to the local neighbourhood and service delivery. The most discussed topic was community safety.

Survey 2 - December 2006

This survey was about Health and Wellbeing and will be an important tool to assist in planning for health improvement in Clackmannanshire. Good health is about much more than just treating disease. It is about positive physical, social and mental well-being. It is not just about the health of individuals but the health of families and communities. This survey therefore addresses a variety of issues on which agencies and services in Clackmannanshire are interested in hearing the panel's opinion.

Survey 3 - June 2007

The third survey of the panel included a series of questions on Panel members' attitudes to a range of issues including local democracy, views on public services, family life in Clackmannanshire, community safety and attitudes to Clackmannanshire as a place to live. Some questions were repeated from the first survey conducted in March 2006 to provide an indication of any changes in views. The questionnaire is included in the full report.

Focus Groups

Key findings in the Attitudes to Clackmannanshire 2007 report indicated that a number of key community planning priorities have higher levels of satisfaction with the way in which they are being tackled compared to over a year ago.

A series of focus groups taking place in Alloa, Alva and Tullibody in December 2007 were aimed at substantiating these findings.

Survey 4 - April 2008

This survey sought panel members' views on environmental and economic development issues including:

• Perceptions of local green space and global environmental issues;
• Planned use of the new rail link;
• Recycling and energy use;
• Availability of local jobs and training opportunities.

Some questions on local areas were repeated to see if opinions had changed since the first survey of the panel.

Survey 5 - January 2009

The fifth survey of the Clacks 1000 panel titled Improving Clackmannanshire, is now complete.

The latest survey has looked a range of issues including

• Health and Wellbeing
• Healthy Eating
• Physical Activity
• Smoking and the Smoking ban
• Alcohol Misuse
• Household Financial Management
• Community Safety and
• Attitudes towards Local Communities and Public Services

Many of these issues have been included in previous surveys, which gives us the opportunity of drawing comparisons and evidencing change in opinion and perception.
