Community Planning
Local authorities have a statutory duty of community planning under the Local Government in Scotland Act 2003. The two main aims of community planning are to:
- make sure people and communities are genuinely engaged in the decisions made on public services that affect them, and
- ensure there is a commitment from organisations to work together, not apart, in providing better public services.
Community Planning in Clackmannanshire: the Clackmannanshire Alliance
The Clackmannanshire Alliance is taking forward community planning locally. The Alliance’s role is providing the strategic vision and direction for community planning as well as monitoring the implementation of the Community Plan and the Regeneration Outcome Agreement. The Alliance meets quarterly and is chaired by the Leader of the Council.
Membership of the Alliance comprises senior representatives of: the Council, Scottish Enterprise Forth Valley, NHS Forth Valley, Central Scotland Police, Central Scotland Fire and Rescue Service, Tourist Board, Scottish Environmental Protection Agency (SEPA), Scottish Natural Heritage (SNH), Communities Scotland, Clackmannan College. The Alliance also has representation from community, voluntary and business sectors.
Supporting the Clackmannanshire Alliance
The Alliance is supported by Theme Teams whose role it is to develop action plans to give effect to the strategic vision outlined by the Alliance. There are four Theme Teams:
- Community Safety: chaired by the Area Commander, Central Scotland Police
- Health: chaired by NHS Forth Valley
- Economic Development: chaired by Scottish Enterprise Forth Valley
- Environment: chaired by the Council’s Director of Development & Environmental Services
The Theme Teams and the Alliance are supported by an Executive Group which comprises the Theme Team Leaders, representatives of agencies named in legislation and the Council Head of Strategic Policy, who chairs the Group. The Executive Group’s role is to:
- oversee the work of the Theme Teams and ensure regular progress reports are provided for the Alliance
- act as a source of advice to the Alliance to ensure overlaps and linkages are identified and acted upon and new or emerging issues are reported to the Alliance
- oversee cross-cutting themes

A Community Plan has been prepared by partners and can be viewed online on this site or downloaded using the link below. This reflects developments in partnership working and the increased responsibility of the Alliance in an increasing range of areas.
Community Engagement
The Clackmannanshire Alliance regularly tests public opinion on the local issues through the Clacks 1000, our citizens' panel.
