Adult Care Best Value Review  Bookmark and Share

The Adult Care assessment service makes daily decisions about the allocation of substantial care resources based on policies and eligibility determined by Council. We process urgent cases on a daily basis and handle follow up from the out of hours emergency duty team. We complete over 7,000 assessments and reviews in the course of a year and deliver services to over 3000 people in Clackmannanshire.

The workload of the service has increased substantially over the years through the combined effects of care in the community and the increasing elderly population. The number of cases overdue for assessment has been steadily dropping over past years. The service is supported by its IT (Information Technology) system which was redeveloped to meet Year 2000 standards and is still being consolidated.

The Best Value review includes significant new work on costing and customer consultation. It also reflects considerable effort put into comparative work and some important progress on benchmarking.

  • The costing reveals, for the first time, the cost of individual case assessment and reviews, and provides a clearer idea of the amount of effort put into developing and delivering specific solutions to meet care needs. It also reveals the high cost of care management in complex cases.
  • The customer consultation shows a strong connection between the service's priorities and those of its customers and that the service exceeds expectations in many facets of its work. It reveals that we need to work more to convince some referring agencies of the role and value of the service, and reaffirms the value of some of the existing service initiatives - e.g. a wider range of written materials to support service delivery.
  • The customer consultation also shows that isolation and loneliness are amongst the major concerns of service users, and we have already taken steps to develop the means to tackle this.
  • The comparative work confirms that the service is delivering in line with national priorities, e.g. with regard to the separation of assessment and provision and devolved budgetary control. These features appear to be less well developed in several other Councils.

The overall position appears therefore to be that the service is working effectively, has shown it is improving and capable of delivering a service with which customers are well satisfied.
