Building Standards Best Value Review
Findings
Challenge
- The developing BS agenda in Scotland, and establishment of the Building Standards Agency, together with a developing private sector presence in Scotland, may provide a threat to the service should it provide any poor performance, poor customer satisfaction, particularly at high cost to the Council and local citizens
- The overall performance of the team has not provided Value for Money, though staff retention and recruitment problems have been a contributing factor· The Service can demonstrate examples of good performance management practice though with scope for improvement
Consult
- Customer satisfaction variable across client groupings, though improving, with evidence of a customer service ethos that can be developed
- The knowledge, skills and experience of the BS staff is recognised by customers
Compete
- The cost of the Service is one of, if not the highest in Scotland, with fee income not matching gross expenditure
- There is scope to revise the structure and complement of the BS team in light of comparatively lower workloads and potential for streamlining processes
Compare
- The service compares well in many areas with other BS services across Scotland, though benchmarking has identified areas for further improvement
