About the Council
Clackmannanshire Council is one of the 32 new unitary authorities established in Scotland following the reorganisation of local government in 1996. The Council provides all local government services for the Clackmannanshire area and employs 2761 people (Quarterly Joint Staffing Watch Survey, September 2006).
Clackmannanshire Council aims to improve the quality of life for local people by working with all its communities to ensure fair and equitable service delivery, which fosters social inclusion. The Council is committed to treating all its citizens with dignity and respect and to this end it has developed a range of systems and policies to promote and address disability equality issues.
The Council has a diverse population of around 50,000, 22% of the Clackmannanshire population have a limiting long-term illness (source 2001 census).
Clackmannanshire has the highest percentage of population with limiting long-term illness* in the Forth valley area. In Clackmannanshire 1.6 males and 1.6 females per 1000 population were in receipt of Disability Living Allowance at 28th February 2005.
* Limiting long-term illness covers any long-term illness, health problem or disability which limits daily activity or work.
Clackmannanshire Council recognises that some individuals experience disadvantage and discrimination, which prevent people from realising their potential. With the publishing and implementation of the Disability Equality Scheme the Council is addressing these issues. It is important to note that disability equality is not being considered in isolation but forms part of a range of equal opportunities initiatives. Although we are required to publish a separate Disability Equality Scheme, it will fit within the existing equalities framework and as of April 2007 will form part of the Council's first Diversity Scheme. The Diversity Scheme will highlight the commitment that the Council has to serving all of the community in a fair and equitable manner.
The Disability Equality Scheme is supported by the Council's Core Values and is key to our commitment to treat all employees and customers with dignity and respect. It is important to note that, although we have new obligations placed on us by the Disability Discrimination Act, the Council has been actively promoting Equal Opportunities and the elimination of discrimination and harassment since its inception as a Unitary Authority in 1996. The Council's Equal Opportunities Policy underpins all its activities and is a public declaration of our commitment to equality of opportunity and anti-discriminatory practice.
