Disability Equality Scheme

Functions

In considering our priorities for action, we have carried out a disability impact assessment on all of the Council's functions. (see Appendix 2) We then used the impact assessment outcomes to group these functions into priorities for action in years one two and three.
These action plans are living documents and will be reviewed on an annual basis.

Each service will audit these functions against the requirements of the legislation and report back annually through the council-wide steering group.

Service functions are as follows:

Administration and Legal Services
  • Registration of Births, Deaths and Marriages
  • Council and Committee Services
  • Member's Services
  • District Court
  • Civic Government Licensing
  • Monitoring Officer
  • Data Protection Officer
  • Administration of Charitable Trusts and Community Chest
  • Election Administration
Adult Care Services
  • Integrated service planning frameworks in place for the provision of comprehensive services for all adult care groups
  • Children with additional care needs supported through their transition to adult services.
  • Compliance with national care standards and registration guidance.
  • Consultation and advocacy for effective engagement of service users.
  • Staff training and joint staff training across services and agencies.
  • Adult Care Provisions: Home care and MECs provision.
  • Community based mental health service provision (joint with NHS FV).
  • Learning disability services partnership group.
  • Physical disability services implementation group.
  • Phased implementation of National Sensory Impairments Action Plan- Communication and Mobility services.
  • Outreach services across all care groups.
  • Direct Payments
  • Substance Action Team
  • Assessment, support and services to carers.
Chief Executive's Services
  • Formulate and develop polices and strategies.
  • Disseminate, monitor and evaluate polices and strategies.
  • Consult with local communities.
  • Support partnership groups, e.g Clackmannanshire Alliance
  • Provide training and support to Council services in relation to Strategic Policy's policies & strategies .
  • Access/manage funding (internal and external).
  • Project delivery and management, e.g. Working for Families
Children's Services
  • Provide effective support to children and young people with additional support needs.
  • Support children affected by parents' and other family members' substance misuse.
  • Maintain 100% access to pre school education for 3 & 4 year olds.
  • Increase the number of 16 - 18 year olds in education, employment or training.
  • Protect children and young people from abuse and neglect.
  • Promote positive mental health and emotional wellbeing.
  • Maintain children and young people with additional support needs in their own homes and families.
  • Develop positive physical environments and opportunities for play.
  • Improve sexual health of children and young people.
  • Improve children and young people's nutrition.
  • Continue to develop inclusive and supportive learning environments for all.
  • Raise core IT skills of children and young people.
  • Support children and young people needing placements outwith their own family.
  • Develop children and young people's involvement in the wider community and increase their awareness of the duties and responsibilities of citizenship in democratic society.
  • Continue to raise standards of attainment for all.
Criminal Justice Service

Functions in relation to criminal justice will come under the auspices of the new Community Justice Authority as of April 2007. The authority is currently in its shadow year and is developing equality policies and action plans at present.

Cultural & Community Services
  • Develop programme of opportunities recognising young peoples achievements and learning outcomes.
  • Develop and promote opportunities towards the provision of creative activities and events for schools and the entire community.
  • Maintain / increase the range of SQA and other qualifications available to learners. In line with the Council`s Community Planning and Economic Regeneration plans.
  • Support improved accessibility to engagement e.g. physical/intellectual and emotional accessibility.

Education
  • Provision of education for 5-16 year olds, according to the Standards in Scotland's Schools etc. Act 2000. In particular, the education authority shall: (a) secure that the education is directed to the development of the personality, talents and mental
  • Provision of -pre-school education places for all 3 & 4 year olds whose parents want one.
  • Implementation of Additional Support for Learning Act 2004
  • Recruitment, selection, development and retention of staff in schools & pre-5 establishments (joint function with HR)
  • Maintenance & development of schools & pre-5 establishments.

  • Create, promote and support development of active communities across Clackmannanshire that are vibrant and viable.
  • Promote the outdoor environment, and by use of it, a healthy lifestyle.
