Disability Equality Scheme

Specific Duties

Scottish Local Authorities are required to review and publish a Disability Equality Scheme by the 4th of December 2006. The Scheme should be developed in a way which involves people with disabilities. In addition, the Council should state:

  • The way in which disabled people have been involved in the development of the Scheme
  • The impact assessment method
  • The Action Plan outlining the steps which the authority will take towards fulfilling the general duty
  • An outline of the way in which data is gathered
  • Monitoring arrangements
  • Monitoring adverse impact of its policies on the promotion of disability equality
  • The way in which the results of assessments, consultations and monitoring will be shared
  • How public access to information and to services will be ensured
  • A statement on how training will be delivered across the authority
  • High, medium and low priorities in this context do not reflect the importance or relevance of the functions, but relates to the urgency of action or improvement, following impact assessment.

The Disability Equality Scheme is subject to an annual review, which is co-ordinated by Human Resources in Corporate Development Services.
