Finance Services  Bookmark and Share

The Council's Finance Services provides a broad range of support and advice relating to the Council's finances. These include:

  • Accounting and Budgeting, including budget compilation, budget monitoring and year end accounts;
  • Revenues, including benefits, Council Tax collection and cash collection;
  • Payroll;
  • Internal Audit;
  • Corporate Accounting, including borrowing, leasing, capital accounting and VAT;
  • Payment of invoices;
  • Financial systems administration.

2009/10 budget summary

The Councils total revenue budget for 2009/10 for all Services other than Council Housing amounts to £112.4m. This is funded from Government grants of £92.4m with £21.4m coming from Council Tax. A surplus of £1.4m is budgeted to be added to the Councils general reserve. A three year capital programme for General Fund services covering the years 2009/10 to 2011/12 has a gross budget of £32.9m, with £13.3m planned to be spent in 2009/10.

Housing Revenue gross expenditure in 2009/10 is £13.4m. This covers the cost of the Councils housing stock and is fully funded through rental income from council tenants. The associated three year capital programme amounts to £18.4m with £7.0m budgeted in 2009/10.

2007/08 Statement of Accounts

In 2007/08 Council spend on Services other than Council Housing amounted to £94.64m. This was met by income from Government grants of £74.76m and sum raised from Council Tax of £20.98m, resulting in a surplus for the year of £1.01m. The Councils general reserve at the end of the year stands at £4.77m. However,£4.35m is earmarked for specific purposes, leaving only £0.42m available for new expenditure.

The Housing Revenue Account ended the year with a surplus of £0.94m, compared to a budgeted surplus of £0.10m. The accumulated balance on the Housing Revenue Account at the end of the year was £7.36m, which is earmarked to assist with improving the housing stock to achieve the Scottish Housing Quality Standard by 2015.
