Housing Services Best Value Review
SIMCO is the term given to the internal partnership agreement put in place in 2003 between Housing and PCU to deliver the repairs service. The Best Value Review was initiated in January 2007 and has been a comprehensive and robust review of the service provided.
The report has recommended stronger governance arrangements which focus more clearly on performance and improvement targets. A new SIMCO Strategy Group involving both Heads of Service from Housing and Property is recommended. A Lead Officers Group reflecting the same partnership approach brings together key managers with the common purpose of developing and delivering the best possible repairs service for tenants while achieving best value for money.
Earlier, in 2005 the Council's Business Change Team commenced a business review, working with Housing and PCU to position the repairs service for improvement and efficiency. That work informed the Best Value Review. The actions arising from both reports and the recommendations for improvements from Communities Scotland Inspection team will be progressed via the SIMCO Strategy Group.
The Consultant refers to the need for a review of how resources are deployed particularly, but not exclusively, within PCU and to support the proposed repairs centre. It is acknowledged that any review of structures also needs to address wider Council priorities.
The report particularly sets ambitious savings targets of 3% per annum which will challenge not only Housing and PCU but also central support services. In prioritising the 12 key strategic actions included in the Executive Summary, it is anticipated that these will be the main activities about which Housing and PCU will report progress to the Scrutiny Committee. Other operational priorities listed in the executive summary and the main report will still be monitored closely and will have other reporting mechanisms to ensure progress.
