Housing Repairs Best Value Review
This review was one of the most critical reviews the Council has carried out. It covers a service with a budget in the region of £3.5 million previously subject to compulsory competitive tendering, and which has a historic profile in terms of members' enquiries. The service, far from being perceived as failing, is delivered to an accepted high standard through both Housing and Property Services.
The review was crucial to placing the service to tenants on a footing to continue improving under the Best Value regime. The outcome, a detailed and groundbreaking proposal for a 'service improvement contract' has played its part in developing and influencing the national acceptance of the abolition of CCT. The review has achieved this by instigating the pursuit of a 'third way' forward moving from a client/contractor culture to one of greater partnership working, involving not just services, but also tenants and trade unions.
However this review is perhaps most important for the follow up work which has now been instigated and involves a very significant degree of partnership working across the services concerned.
As well as this key fundamental development, there have been several other important developments over the review period. These include:
- Successive annual negotiated reduced costs based on the former contract
- Identification of the processing cost of repairs at housing and CAP offices
- Consolidation and improvement of management information,
- Involvement in benchmarking work at both Housing and DLO level
- Training for staff in the appropriate use of emergency and non-emergency categories of repairs.
