Information Technology Services Best Value Review
The Best Value review of Information Technology (IT) services examined the service in detail and made recommendations to achieve continuous improvement.
The complexity and importance corporately of the IT service was recognised by the review and served to emphasise the need to ensure Best Value.
Overall, the review found that IT staff have a high level of technical competence and good working relations with users. However, user satisfaction for Clackmannanshire Council was found to be significantly lower than average in a number of areas. These were:
- Training,
- Performance of the IT Help Desk,
- Access to, reliability and stability of systems and equipment and
- Communications between the IT service and users.
The key finding of the benchmarking exercise was that the costs relating to some aspects of the IT services appear higher than other local authorities.
The review recommended that the existing IT service arrangements remain broadly in place, but that a detailed service improvement action plan be developed and implemented.
The draft service improvement action plan is made up of six strands aimed at addressing identified weaknesses. The strands are:
- Communication
- Training
- IT systems and networks
- Help Desk
- Cost Assessment
- IT Strategy
