Joint Working
The Council is to investigate joint management arrangements with Stirling Council.
The approach is to eliminate duplication in management levels and streamline operational processes which would reduce operating costs.
The Scottish Executive agreed to fund a feasibility study into the proposed joint working arrangements.
The feasibility study has at its core the principles of looking at:
- the viability of the proposed joint working model as a method of transforming public
- services in Scotland
- the cost and benefits of the preferred model(s) compared to other current and potential models
- barriers to implementing the proposed joint working model and the impact of these on the potential delivery and implementation of the model
- governance and accountability arrangements of the proposed joint working model (including the role of elected members)
- the legal basis on which any joint working arrangements would be established
- the impact on the proposed joint working model of EU procurement and competition.
Consultants have been employed to undertake detailed work on the legal, financial, technical and other resource aspects of the proposals. The study also includes a review of human resource and organisational development issues.
The Executive provided a grant of up to £265,000 and the study is expected to be completed in the near future. Once the draft report is available, a briefing for elected members and a joint political monitoring group meeting will be scheduled. The final report, with recommendation from the monitoring group is intended to be brought to the Council in March 2008.
The Chief Executives' Steering Group continues to meet while the study is being finalised.
