Leisure Best Value Review
The review of Leisure focused upon the major areas run by the Leisure Trust. Other areas, such as schools letting, community education, libraries and culture were not examined.
The review identified that the Council’s contribution to purposeful leisure activity within Clackmannanshire was not aligned with the activity that was actually taking place. There was a major block contribution but it was not clear what the money was buying. As a result, when funding was reduced, there was no strategy as to where cuts should be made, or income should be sourced. It was also found that a significant area of leisure activities required little or no support.
The review established a basis for a clear framework of management information within which detailed controls and a functioning service level agreement or performance management framework could quickly be developed. If the trust was to continue such a framework would require to provide the Council with the confidence that an arm’s length body could deliver.
One action plan – but with two alternative ways forward depending on structural options outwith the scope of the review– were produced. Challenging targets covering increased utilisation of facilities and greater participation were set. The decision as to whether a redesigned service level agreement and re-invigorated trust board should be given an opportunity to deliver, producing the obvious rates benefit (as well as useful experience in arms length management for the Council), or whether an in-house option should be taken, was left open by the review for further discussion.
