Major Emergencies Operational Procedures (MEOPs)

The Major Emergencies Operational Procedures (MEOPs) manual has been developed by the Clackmannanshire Council Emergency Planning Unit, to assist their local authority's staff to deal with major emergencies in their council area.
The planning and response processes follow the principles of Integrated Emergency Management, which concentrates on the effects rather than the cause of the incident and wherever possible, is undertaken as an extension of normal day to day activities of the responders.
The manual has been developed as a set of generic flexible guidelines, enabling the Council to deal with any crisis, whether foreseen or unforeseen. To aid quick reference the content has been divided into 4 sections:-
- The generic response and activation processes.
- The roles and responsibilities of personnel that might be required to respond
- Resources available and their location(s)
- Some incidents require a little more information to enable an effective response, this section provides such information and references to detailed information in the Emergency Planning library.
