Photocopy Services Best Value Review
Summary
The best value review of printing and publications covered three principal areas - design services, print supply, and photocopy services. A report on the two former aspects was presented to Council during 2000.
This report highlights those outcomes directly relating to the provision of photocopy facilities which have been identified as the review progressed. It is intended as a follow up to the final report of the Assessment Team, and outlines the action and achievements to date. An action plan for the future is included for the benefit of members. The action plan will be incorporated into the Service plan for Admin. and Legal Services.
Recommendations
The report draws on figures produced in 1997 in order to benchmark the improvements achieved to date. It is recommended that Committee approves the action plan and notes the following service improvements (1997 - 2000):
- The number of copiers in operation within the Council has slightly increased without increasing overall costs incurred
- The majority of older unreliable machines offering limited facilities (and hence little added value) have been replaced with faster better equipped hardware without incurring additional cost
- Copy volumes have increased by 5.2%
- Copy hardware leasing costs have been reduced by 96%
- Average unit cost per copy produced has been reduced by 35.8%
- Against the background of increases in copy quality, volumes produced, machines in operation and service standards, the overall cost to the Council has been reduced by almost £48,000 per annum
It is suggested that the future options identified in Section 11.2 of the report (all of which are Council wide matters requiring an input outwith the scope and resources available to the assessment team) be give further consideration as potential corporate initiatives.
Background
Clackmannanshire Council inherited a range of photocopying facilities from its two predecessor authorities in 1996. A sudden increase in the volume of paper use/copying was a feature of the transitional period of the new Council as the need to communicate grew in importance. The need was tackled by Services on an ad-hoc basis through the use or acquisition of photocopiers from a variety of suppliers.
