Smoking policy for foster carers and prospective adoptive carers

Clackmannanshire Council currently has no written policy or contractual agreement on placing a child with a foster carer or prospective adopters who smokes.

Current practice is that no child under the age of 2 years will be placed with foster carers, adopter carers or any other adults in their household who smoke or have smoked within the past year. This also extends to children with respiratory difficulties and disabilities who are likely to spend more time within the home.

In line with national guidance from the British Association of Adoption and Fostering and the Fostering Network, Social Work Services will be bringing plans for a formal smoking policy for foster carers and prospective adopters before Council at some time in the near future.
