Review of Polling Districts and Places

The Election Office must receive comments before Tuesday, 26th August 2008 if they are to be considered. Information on how to respond can be found below.

Background

Because of the changeover to multimember wards in 2007, we introduced new polling arrangements before the elections in May last year. Within each electoral ward, we had to re-define all of the Polling Districts. Although some voters were allocated to different voting locations we did manage to retain most of the usual polling places. We do wish to keep both the polling districts and polling places under review, and this is a chance for you to offer comment.

Part of the task for us last year was to divide each electoral ward into polling districts for the purposes of elections. Each polling district must have a designated polling place that can be brought into use on election days for local people to use. Aim of this Review

The review is not an attempt to introduce change for the sake of it or to 'fix what is not broken' - changes will only be made to existing polling district arrangements where clear benefits can be justified.

The aim of the review is to:

  • Seek comments on the present division of wards into polling districts, and the suitability of the buildings and rooms presently used on election days for polling purposes;
  • Ensure that all electors in the County have reasonable facilities for voting (as far as practicable in the circumstances);
  • Ensure that (in so far as is reasonable and practicable), the polling places used are accessible to all electors, including those who are less able or have particular needs.

Contributors to the review may find it helpful to view the Council's Disability Equality Scheme.

The Council has always aimed to locate polling stations within a convenient distance from the majority of electors' homes, with the premises being easy to find and accessible to all. However, it is not always possible to find (or to get permission to use) perfect premises in every area. A best compromise is however always sought.

To assist the review process, relevant information for example projected population change in Clackmannanshire (see link below) can be found on this site, and hard copies of key information sets will be made available at local Council offices.

Who can respond to the consultation?

The Council would welcome relevant comments from electors who are registered in Clackmannanshire, and any individuals or bodies who have a particular expertise in relation to the use of premises or facilities for those who have different forms of ability or disability.

Political parties, existing elected representatives, and potential election candidates are also invited to contribute.
The local Returning Officer will also be asked for comments.

Responses may include suggestions for improved use of existing polling places as well as suggestions for possible alternative locations to be considered.

(It is important to note that we are obliged to publish all of the comments or suggestions that we receive along with reports produced and minutes of meetings. These will appear on this website at the conclusion of the review process).

Further information, background and timing

The first stage in the process is to consult with interested parties. This is the opportunity for you to submit representations and comments on arrangements for polling districts and places.

  1. We are publishing the review information on this website, in the local paper, and on council notice boards.
  2. Where we are aware of the location of individuals or groups that may be interested in this consultation, we will write directly to them inviting their participation.
  3. We can confirm that, to meet the requirements of the review timetable, we will require responses by the end of August if we are to be able to give them full consideration.
  4. The proposal stage: The Polling Places Review Working Group will meet in early September and consider the representations and comments submitted. They will draft a proposal for ongoing polling district and polling place arrangements. Changes proposed will be supported by reasons.
  5. The draft will be published. Anyone interested will be free to offer further comment on the draft proposals.
  6. Conclusion of review: The Polling Places Review Working Group will meet and consider any representations made in relation to the draft proposals. The outcome will assist the preparation of a report to Clackmannanshire Council.
  7. Publishing stage: Council will meet on 6th November. Once the Council has agreed the proposals, the polling districts and polling places will be formally confirmed. The new Register of Electors will be published on 1st December, taking account of any changes made.
