Transactional Litigation Best Value Review
The highlights of this review include:
- providing clients with regular Briefing and Practice Notes (see Appendix 6; separately available) and regular training seminars on cases, legislation, practice and procedures relevant to the services provided by client Services.
- Benchmarking reveals we successfully reduce time and cost by utilising our Court Administrator - setting up set procedures which she could follow/maintain without further assistance from solicitors,
- Legal Services also went beyond the generally used procedures within other Councils, e.g. we use up-to-date computer systems rather than paper systems.
Clackmannanshire is the fourth quickest Council with Legal services undertaking 14 out of 15 possible stages in the litigation process. Benchmarking showed only three councils with quicker in-house legal services but of the three who appeared quicker, Orkney, Perth & Kinross and Highland were responsible for 13, 2 & 3 stages respectively.
Arising from the review, closer work with client services on practical issues is planned. This will serve to produce a collective approach to best value, ensuring that litigation casework is carried out efficiently and cost effectively cross service, from start to finish.
