The Clackmannanshire Access Forum was created in 2001 in order to facilitate the development of an Outdoor Access Strategy and in preparation for the implementation of the Land Reform (Scotland) Act 2003 which places a duty on all local authorities to establish a local access Forum:
- To advise the Local Authority and other persons or bodies consulting the Forum on access rights, rights of way and Core Path Plans, and
- To offer assistance to parties in any disputes about access rights, rights of way, Core Path plans and the use of Core Paths.
The structure of the Forum has evolved through the development of a Partnership Agreement which sets out the Forum’s aims and objectives, and its working procedures.
The Forum is an assembly for the discussion of local and national access issues and is made up of four stakeholder groups who each have an interest in access issues within the County:
- Community Groups such as local Community Councils,
- User Groups such as the Ramblers Association and the British Horse Society,
- Agencies and advisory groups such as Scotways, and
- Land Managers such as the members of the National Farmers' Union (NFU) and the Scottish Land and Estates
