Houses in Multiple Occupation
The Environmental Health team, using the provisions of the Housing (Scotland) Act 1987 and the Civic Government (Scotland) Act 1982 (Licensing of Houses In Multiple Occupation) Order 2000, works to ensure issues of sub-standard houses, overcrowding, condensation, dampness and disrepair of houses are addressed. In doing so the Environmental Health Officers work closely with Clackmannanshire Council Housing Services, Local Housing Associations, and private landlords.
A Mandatory Licensing Scheme was introduced for Houses in Multiple Occupation (HMOs) on 1st October, 2000.
An HMO is the only or principal residence of 3 or more unrelated persons. The residence can be a house, flat, bedsit or student halls of residence, and where the residents share facilities such as cooking facilities, washing facilities or toilets.
Applying for a licence
If you operate such premises you must apply for a licence as soon as possible.
