Keeping Our Communities Clean
The cleanliness of publicly owned land in Clackmannanshire is measured in two ways:
Cleanliness grades
These measure the degree of litter in an area
Grade A: No litter or refuse
Grade B: Predominantly free of litter and refuse, apart from a few small items
Grade C: Widespread distribution of litter with minor accumulations
Grade D: Heavily littered with significant contributions
Cleanliness standards
These indicate the response time to which land that is no longer free of litter should be returned to a Grade A standard. Examples are as follows:
- If a town centre slips from a grade A to a grade C then the response time to reinstate it to a grade A is 3 hours.
- If a low density residential area slips from a grade A to a grade D then the response time is 6 hours for it to be reinstated to a grade A.
The libraries and CAP offices have maps outlining how Clackmannanshire is zoned.

The code of practice defining the standards of cleanliness that are achievable in different locations and under different circumstances was issued under section 89 of the Environmental Protection Act 1990.
