Clackmannanshire Local Plan 1st Alteration Consultative Draft (Housing Land)

Clackmannanshire Council submitted a 3rd Alteration to the Clackmannanshire and Stirling Structure Plan to the Scottish Ministers in July 2008. The scope of the Alteration relates only to the housing land requirement in Clackmannanshire and is currently still under consideration.

The Alteration specifically seeks to encourage population and economic growth throughout Clackmannanshire for an additional 2250 homes to that already planned for in Clackmannanshire

A Local Plan Alteration that allocates sites to meet the projected strategic housing requirement for Clackmannanshire given in the 3rd Alteration to the Structure Plan was open to public consultation from January to March 2009.

A Strategic Environmental Assessment (SEA) Environmental Report (Draft) was also prepared and open to public consultation and it highlights the environmental considerations to be taken into account when assessing which sites to allocate through the Alteration. A response from the Minister is expected within a few weeks and the Council will consider how to respond to the Minister's proposals. Also, all written representations to the proposed Local Plan Alteration will be fully considered and reported to Council. An update will be provided when reporting to Council in due course.

Meanwhile the planning system in Scotland has been changed and so the Council is to prepare a Local Development Plan for Clackmannanshire under the Planning etc (Scotland) Act 2006. This means that a Main Issues Report is to be prepared and is scheduled to be available for public comment from April 2010. As required by the new Act a Draft Development Plan Scheme has been prepared and submitted to the Minister and it will be open to public view when it is adopted. This is anticipated to be available by the end of May 2009. An update will be provided here for you in due course.

Preparation of a Local Development Plan Monitoring Statement is currently underway and this entails collecting baseline data and other information to help understand the effects of key changes to the principal physical, economic, social and environmental characteristics of the district and to examine how effective the current policies and proposals have been. This in turn is to help form the Main Issues Report.
