Communal Door Upgrade Programme

Clackmannanshire Council is shortly to embark on a communal door programme.

The contractors are due to begin the design and installation of electronic door entry systems as well as installing new steel communal doors at 5 blocks.

The contract will commence early in January 2010 and be completed by mid-March.

Locations

This project is being carried out in various location through out Alloa, Alva and Sauchie:

  • 37-43 Craighorn Road, Alva
  • 101-119 Craigview, Sauchie
  • 4-6 Argyll Place, Alloa
  • 12-14 Argyll Place, Alloa
  • 45-51 Whins Road, Alloa
Description of work

The work will involve the removal of system currently in place and the installation of the new door and all electronic work associated with the new electronic entry systems.

In all cases the electronic contractor will require access to flats to install new handsets.

This installation programme will bring these properties up to modern standards and will exceed the demands of the Scottish Housing Quality Standard, be Secured By Design, enhancing the housing stock and making day to day life easier for the tenants involved.

Importantly this will enhance security to the flats and common areas.

Periodic Electrical Testing Programme 2009/10

Clackmannanshire Council is required by law to carry out electrical testing on all of its properties over a 10 year cycle to ensure electrical installations are in safe working order and meet legislative requirements.

Tenants required to give access for testing have been advised of this upcoming programme.

A total of 215 houses will be checked before April 2010.

Individual properties in the following areas are due for inspection during this financial year:

The contractor will test the existing wiring, sockets, switches and fuse boards in accordance with the Periodic Inspection & Testing of IEE Wiring Regulations. This will be done with the minimum disruption to our tenants. The electrical contractor will produce identification prior to seeking access to houses.

Electrical Rewiring Contract 2302A

This programme is part of Clackmannanshire Council's ongoing commitment to bringing all of its housing stock up to meet the Scottish Housing Quality Standard.

There are approximately 167 properties to be rewired within this contract encompassing the following areas:

    • Argyll Place, Argyll Street, Arran Court, Churchill Street, Claremont, Fairyburn Road, Forbes Street, Gordon Drive, Harris Court, Inglewood Road, Lomond Street, Maree Court, McKinlay Crescent, Mitchell Crescent, Orkney Court, Ormison Drive, Scott Crescent
  • Clackmannan
    • Mary Place
  • Sauchie
    • Diverswell
  • Tillicoultry
    • Roundlewood

The work entails the replacement of the entire house electrical wiring system.

This will include replacement of the fuse box with a new fuse-board containing fuses that can be easily reset, miniature circuit breakers, sensitive fault detection switch which can prevent injury from electric shock and make the electrical system safer.

The number of wall sockets will be increased to cope with modern needs and hard wired smoke and carbon monoxide detectors are installed providing a safer, reliable warning system that is not reliant on batteries.

External Water Pipe Replacement Phase 4 - Alva, Dollar, Tillicoultry, Devonside, Tullibody & Cambus

Clackmannanshire Council is pleased to announce the beginning of a new improvement project. This project will be undertaken in partnership with Scottish Water

The following properties will soon benefit from External Water Pipe Renewal.

The work will involve the installation of new blue MDPE pipes will be laid in a trench from the boundary of the property.

To minimise disruption to gardens, and driveways the contractor will utilise new underground moleing techniques. Moling is a trenchless method used to lay pipes. During the moling process, a pneumatically-driven machine known as a mole forces its way through the soil along the desired path of the pipe. Moling avoids the need to dig a trench and can be used for this work. Following this work, old lead water pipes will be disconnected.

This work is part of Clackmannanshire's continued commitment to improve all its housing stock and achieve the standards of Scottish Housing Quality Standards.

Central Heating 2009/10

As part of our continued commitment to meet the standards set down by the Scottish Housing Quality Standard, Clackmannanshire Council intends to replace 100 central heating systems in Sauchie, Aloa, Dollar and Clackmannan areas.

The central heating programme is a full system replacement aimed at replacing old and inefficient systems with one which is more reliable.

The following areas are included within this contract:

    • Murray Place, Station Road, Drum Road, Dewar Street
  • Alloa
    • Eden Road, Woodside Road
  • Clackmannan
    • Bruce Street

Bathroom Replacement - Tullibody & Sauchie

Clackmannanshire Council is pleased to announce the next phase of it's Bathroom renewal in Tullibody & Sauchie. In the financial year (April 09 - April 10) we intend to completely replace 235 bathrooms in the following areas:

  • Sauchie
    • Keilarsbrae, Holton Cottages, Posthill, Rosebank, Pompee Road, Roundlewood, Meadow Green, Abbeycraig Road, Fairfield, Holton Crescent, Marchside Court, Deer Park, Mount William, Parkhead Court, Woodlea Park
  • Tullibody
    • Stirling Road, Baingle Crescent, Baingle Brae

Tenant information evenings will be organised to ensure tenants are kept fully informed about the work involved. This will give tenants the opportunity to hear more about the bathroom programme, see the range of available fittings, floor coverings and decoration and also to ask any questions relating to the programme.

The bathroom replacement programme involves the following work:

  • Bath
  • Wash hand basin
  • WC
  • Over bath shower
  • Choice of bath panel

Tiling is fitted around the bath and a splash back area behind the wash hand basin with a choice of tiling on offer including a border tile.

Other walls are wallpapered and painted with tenants able to choose from a range of styles and colours.

Tenants will be offered a choice of vinyl floor covering.

Bathrooms will also be rewired and fitted with an extract fan.

This work will bring the bathrooms up to a modern standard which meets and exceeds the demands of the Scottish Housing Quality Standard, enhancing housing stock and making day to day life easier for the tenants involved.

Kitchen & Bathroom Replacement - Alloa & Tillicoultry

Clackmannanshire Council are to replace the kitchens and bathrooms in 286 properties in Alloa & Tillicoultry.

All tenants involved will be invited to an information meeting where they will meet the Housing Services Contract Liaison Officer, the Architects and Contractors involved in the project. At the meeting tenants will be informed of the planned works and receive details of the improvements and they will receive detailed information leaflets.

The following areas within the contract for Kitchen & Bathrooms:

  • Tillicoultry
    • Ann Street, Chapelle Crescent, Colliers Court, Dorothy Terrace,
      Hareburn Road, Hillview Terrace, Lower Mill Street, North Hill Street,
      Ochil Street, Park Street, Ramsay Terrace, Stalker Avenue, Stoneyacre,
      Walker Terrace, Greenfield Street
  • Alloa
    • Sunnyside Court, Hillside Terrace

The improvements exceed the Scottish Housing Quality Standard and meet the Clackmannanshire Standards. The work is extensive as all existing units and worktops are renewed. The number of units depend on the size of your house. A survey will be prepared for the layout of the new kitchen.

For the kitchen, tenants can make their own choice of :

  • A range of styled kitchen unit door fronts
  • A range of coloured textured worktops
  • A range of emulsion wall paint colours
  • A range of vinyl flooring

For the bathroom renewal a modern white wash hand basin, toilet and bath with over bath shower will be fitted. An extractor fan will be fitted to the wall and a new light fitting will be installed with a low energy bulb
For the bathroom there will be a choice of :

  • a range of different coloured wall tiles
  • a choice of different wallpaper
  • a range of different wall paint colours
  • a range of different vinyl flooring

By combining the replacement of the kitchen and bathrooms it is expected to cause less disruption and also prove to be cost effective thus providing better value for tenants. Once the work is finished and signed off by the Council's Clerk of Works a disturbance payment for the disruption is given.

Housing Service - Investment and Planning Team

Clackmannanshire Council through the Capital Improvement Programme has invested over £24 million to improve the standards of Council houses over the last 3 years.

This programme is delivered through the Housing and Investment Planning Team and thus far has been the largest investment in the history of the Council.

The overall objective of the Housing Investment & Planning Team is to maintain Clackmannanshire Council Housing Stock to a high standard through maintenance and improvement programmes, which includes energy conservation measures, whilst keeping rents affordable to tenants.

What has been achieved in 2008/09

We continued to improve the condition of Clackmannanshire Councils' housing stock by undertaking multiple improvement & replacement projects and by 31st March 2009 we will have carried out the following:

Clackmannanshire Council have a commitment to ensure that all its properties meet the Scottish Housing Quality Standard by 2015, which includes the higher Clackmannanshire Standard with regards to, kitchen & bathroom and door replacement.

Tenants have been expressing positive views at the excellent quality of kitchens used within the programme.

The Forthcoming year 2009/10 (April 09 - March 2010)

This year the Housing Investment & Planning team propose to undertake the following programmes towards meeting the Scottish Housing Quality Standard within the 2015 target date .

March 2010 should see the completion of the kitchen programme ahead of target date. However, any remaining kitchens that have been missed for any reason, will be replaced via a list programme.

Planned Cyclical Maintenance - Achievements 2008/09

The Cyclical Maintenance which is a preventative programme looks to inspect and repair any external defects to council homes. This work is based on a continual five year rolling and works carried out include repairs to roofs, windows , servicing of front and back doors, chimney repairs, external woodwork , footpaths, fencing , steps, and clothes poles.

Furthermore in addition to this the internal loft spaces are inspected to ensure that water tanks are functioning and that lofts are fully insulated. Common staircases and closes are also maintained and decorated as required. This year the cyclical maintenance team completed works in the following areas: -

  • Alloa
    • Fairyburn , Inglewood, Town Centre, Smithfield Loan
  • Alva
    • Alva East and Erskine Street Areas
  • Clackmannan
    • Lochies Road, North Street, Zetland Street and Backwood Court Areas

In total 1008 properties were involved in the Planned Cyclical Maintenance programme for 2008/09 and completed ahead of schedule.

Year 2009/10 (April 09 - March 2010)

In the next financial year the Cyclical Maintenance work will be carried out within the following areas -

  • Alva
    • South and Central Alva, Caroline Crescent, Westercroft Alva
  • Alloa
    • Hutton Park, Forbes Street, Smithfield Loan, Hawkhill
  • Tillicoultry
    • Upper Mill Street, Cunningham Drive, St Serf's Walk, St Serf's Road, Johnston Crescent,
      Elmwood Avenue, Kirkhill Terrace, Eastertoun, Fir Park, Sandyknowe

A total of 1112 council properties will be surveyed and maintained within the Cyclical Maintenance programme for this coming financial year. Improving on the number of properties completed the previous year.

Health & Safety / Compliance Update - 2008/09

All landlords have a responsibility to carry out safety checks in all their properties with gas appliances . Clackmannanshire Council are amongst the top performing councils showing excellence standards in managing gas safety.

Gas Safety

All properties with gas central heating have a current safety certificate and all these properties were serviced within the legal timescale for carrying out this work.

Success is partly due to the appointments system offered by the Council's Property Contracts Unit (PCU). Over 100 appointments are arranged each week for gas servicing and safety checks.

As part of its commitment to keeping tenants safe, quality inspections are carried out on gas servicing by an independent gas expert.

We are proud of our 100% record in maintaining gas safety certificates and we will continue to strive to sustain these figures of excellence.

Electrical Testing

By law, Clackmannanshire Council is required to carry out electrical testing on all of it's properties over a 10 year cycle to ensure electrical installations are in safe working order and meet legislative requirements. This year electrical safety checks were carried out to 447 properties as part of this ongoing programme.

Following a national Health and Safety alert and as part of the Council's ongoing programme of regular maintenance checks, thermostats on 438 central heating boilers have been checked and replaced if required. This work was carried out by a specialist electrical contractor.

Window Safety Checks

Window safety checks were also carried out to all window catches within our properties involved in this years programme. This ensures that all window catches are in a safe working order. A total of 1008 properties were involved within this programme.

Customer Service Statistics

Period covered 1st of April 2008 to 31st of March 2009

To ensure that we as a Council are meeting our quality standard and tenants expectations, we send out Customer Satisfaction Survey Forms to capture information regarding overall satisfaction.

From the Customer Satisfaction Survey Forms returned the percentage of customers satisfied with Improvement Works is 89%.

We will continue to monitor satisfaction to ensure we continue to meet customer expectations.
