This year the Housing Investment and Planning Team aim to undertake the following programmes this coming year continuing towards meeting our 2015 SHQS Target.

Planned Cyclical Maintenance
A total of 1089 properties will be surveyed and maintained this year as part of the Planned Cyclical Maintenance programme. These are within the following areas and streets -

Community Energy Savings Programme (CESP)
A total of 211 properties within the Bowmar Estate in Alloa will receive new gas central heating systems (including combi boiler), external insulated render and the majority will receive a top up of loft insulation (up to 270mm depth). These properties were due to receive similar works in the coming years but the Housing Investment & Planning team took up an opportunity to bring the works forward when it was made known to us that it would be eligible for Government grant funding, monies that have been ring fenced to improve energy efficiency of properties in areas of fuel poverty.
British Gas have been selected as the preferred supplier to carry out the works and the Housing Investment & Planning team are currently concluding discussions with them on the contract agreement with a view to commencing works some time in August 2011.
Transforming Communities
The Housing Investment & Planning team are currently awaiting the return of stage 2 tenders due back for alteration / refurbishment and new build works to provide 24 / 25 new units for social housing.
The project will include the following works:
- Alteration and refurbishment of the Dalmore Centre in Alva to accommodate 4 or 5 social housing units.
- Construction of a single new build block within the grounds of the Dalmore Centre in Alva accommodating 4 social housing units.
- Demolition of 19 lock up garages at the Orchard in Tullibody and construction of 4 new build blocks on the same site accommodating 16 social housing units (4 in each block).
- Following assessment of the tenders and appointment of the successful Contractor, there will be a period for consultation, statutory approvals and the like before hopefully commencing works on site in March 2012.
Asbestos Management
Following Legislative changes and a directive being issued by the Health and Safety Executive, the council is duty bound to provide full information to all contractors carrying out intrusive works within our properties. This has led to a requirement for additional survey work being carried out in our properties prior to any impending upgrades.
Last year a total of 442 full asbestos refurbishment surveys were carried out to our stock prior to improvement works. The purpose of these is to locate Asbestos Containing Materials so that information and a risk assessment can be provided to the contractor prior to works commencing. This survey is likely to be intrusive and destructive. Intrusive inspection techniques are employed where appropriate to lift carpets and take samples from walls, ceilings, external cladding and partition.
At no time will tenants health and safety be placed at risk during this procedure.
The council have appointed a contractor to carry out this survey work and surveys will continue through the coming years.
Cooperation from tenants is appreciated whilst we update all known information on our stock.
Upgrade & Modernisation - Briar Road
Clackmannanshire Council Housing Services are pleased to announce the upgrading of two former janitorial houses in order to bring them into line with the Scottish Housing Quality Standard (SHQS) and modernise them to meet the Clackmannanshire Standard.
This project involves structural works to the properties. The scope of these works include bathroom replacement, roof redesign and replacement to include a pitched roof , kitchen replacement, external door replacement and full electrical rewiring.
This work will bring the houses up to modern standards.
Structural Works Upgrade
Following structural investigations to properties located within Alloa North , structural faults were identified to five two storey houses built in 1980.
Given this remedial works will be carried out to the properties in question in order to protect the structural integrity of these properties .Along with this , Bathroom replacements and electrical rewiring will also be carried out to these properties in conjunction with the structural works in order to minimise disruption for tenants.
Digital Aerials
Clackmannanshire Council is pleased to announce the upgrade of all communal aerials in the County to facilitate the switchover of television transmitters from analogue to digital signals.
This project involves mostly blocks of six or more homes served by the same aerial. These properties are in Alloa, Alva, Clackmannan, Sauchie and Tillicoultry.
Work will only be carried out in areas where houses were served from a communal Ariel system .
