Building Standards Non-Statutory Services
Following the introduction of the Building (Scotland) Act 2003, 4 new non-statutory services are being offered by Building Standards. A brief description of these is provided below and full details can be found by following the relevant links.
Confirmation of Completion
This replaces the old style letter of comfort system and can be applied for when a building warrant application was submitted prior to 1st May 2005 and the warrant has expired before a completion certificate has been applied for. Please note that building warrants under this system are valid for 3 years from the date of issue.
Property Inspection
This can be applied for when works have been undertaken and completed prior to 1st May 2005 and the work was undertaken without the benefit of a building warrant. It is important to point out that a Property Inspection is not a Building Warrant or Completion Certificate and provides only limited assurance that a building complies with the relevant Regulations. It is not retrospective permission. Prospective purchasers of houses must be made aware of these limitations by their solicitors.
Pre-Construction Confirmation of Exemption and/or Compliance
This is a request for a project-specific assessment of works based on either verbal or written details and/or specification where, although no building warrant is required, the works undertaken must comply with the building regulations. The works must not have commenced and compliance is the responsibility of the building owner.
Post-Construction Confirmation of Exemption and/or Compliance
This is applicable where the non-warrant/exempt work has been completed and the request is for a site inspection(s) to determine if general compliance has been achieved.
