Development Plan Update - July 2008

The Clackmannanshire Development Plan comprises of two key components:
the Clackmannanshire and Stirling Structure Plan, 2002 and the Clackmannanshire Local Plan, 2004.

The Clackmannanshire and Stirling Structure Plan

The Structure Plan has been updated twice since 2002:
The First Alteration, Renewable Energy, adopted June 2004
The Second Alteration, Indicative Forestry Strategy, adopted August 2004.

These two alterations are consolidated into the version in this website.

Both parts of the Development Plan are currently under review and further details are provided below.

Clackmannanshire and Stirling Structure Plan Alteration

A Draft Alteration to the Clackmannanshire and Stirling Structure Plan was published in March 2007, and consulted on during March and April. Responses received informed the preparation of a Finalised Structure Plan.

Stirling Council were unable to progress the Alteration, therefore, at the Clackmannanshire Council meeting on 31 st January 2008, it was agreed that a version of the 3 rd Alteration relating only to the Clackmannanshire Housing Land Requirement be submitted to Scottish Ministers for their consideration (2 & 3). At their Council meeting on 16 th June 2008, Stirling Council confirmed that they are to abandon their interest in the Structure Plan Alteration, but confirmed that they are agreeable to Clackmannanshire Council pursuing an Alteration relating only to Clackmannanshire Housing Land Supply issues alone, and that they were happy for Clackmannanshire Council to take over the role of “Responsible Authority” in relation to the SEA process.

Principally, the Clackmannanshire Alteration is aimed at maintaining at least a 5 year housing land supply, which may not be achievable without the Alteration. The Council is keen to ensure that sufficient land is identified to deliver the level of housing required, and is concerned that this would not be achievable if an Alteration to the Structure Plan were not pursued at this time. It should be noted that the total overall housing figures in the Clackmannanshire Alteration have not significantly changed from those in the Consultative Draft.

In preparing the Finalised Draft Alteration, Clackmannanshire took account of all representations at the Consultative Draft stage which related to Clackmannanshire housing land. Representations were also made to Stirling Council regarding their housing allocation and the split between the two authorities i.e. some parties suggested more housing growth in Stirling. As Stirling are unable to progress the Plan, these representations are not addressed.

Notwithstanding the above, in the time since the 3 rd Alteration Consultative Draft, the GRO has published population estimates based on the mid-2006 figures which show a significant projected population increase for Clackmannanshire (6). This change is perhaps felt more acutely in Clackmannanshire due to its scale, and the mid-2006 figures show a population increase which can justify the growth strategy.

This will also take advantage of transport improvements such as the re-opening of the Stirling-Alloa-Kincardine rail line and the new Upper Forth Crossing and will attract investment to the area and encourage regeneration.

It is proposed to identify a growth area in Eastern Clackmannanshire of between 1000-1500 houses and associated facilities to help achieve this, as well as the development of currently identified sites and brownfield land.

The Draft Structure Plan indicates how much land may be required for development up to 2025. As part of this assessment an Urban Capacity Study (5) was carried out to identify potential opportunity sites within our existing towns and villages. Making use of these sites could reduce the need for new greenfield housing land release. It is assumed that 75% of the sites that are defined as "likely" will make a contribution to the future land supply.

An Environment Report has also been prepared (8).

Clackmannanshire Council submitted the Alteration to the Structure Plan to the Scottish Ministers for their approval on 4 th July 2008.

Certified copies of the alteration to the Plan and accompanying Publicity and Consultation Statement can also be viewed during normal office hours at the following:

1. Clackmannanshire Council, Kilncraigs, Greenside Street, Alloa FK10 1EB.

2. All libraries within the Clackmannanshire Council area.

4. On the Council website at www.clacksweb.org.uk.

Objections to the Structure Plan 3 rd Alteration should be sent in writing, using the forms available at the above locations or on the website (9), to, The Directorate for the Built Environment, Scottish Government, Area 2-H south, Victoria Quay, Edinburgh EH6 6QQ before 29 th August 2008, or by e-mail to Clacks.SP.Alteration@scotland.gsi.gov.uk. Objections should state the name and address of the objector, the matters to which they relate and the grounds on which they are made. A person making objections may request to be notified of the decision on the alterations to the Plan.

Clackmannanshire Local Plan Alteration

The Council consulted, at the Issues Stage for an alteration to the Local Plan during March/April 2007 and will prepare a Draft Local Plan Housing Alteration for approval around March 2009. Any alteration to the Local Plan will have to generally conform to the Structure Plan and therefore cannot be finalised until the final content of the Structure Plan 3 rd Alteration is known.
