3.12 - Other Minerals

3.12.1

In accordance with national guidance, both Councils will maintain a 10 year landbank for aggregate working at all times during the Structure Plan period. A 10 year landbank for sand and gravel can be sustained by existing planning consents. There may be some shortfall in hard rock production locally, but because of the significant environmental constraints, no extension to the existing hard rock quarry at Tillicoultry will be supported.

3.12.2

There are substantial areas of raised peat bog within the Stirling Council area. Their nature conservation value is very high and most benefit from SSSI and other designations. Scottish Natural Heritage has prepared a National Peatlands Resource Inventory which identifies peat sites of primary quality. Peatlands also represent a significant archaeological resource.

Policy ENV12 - Other Minerals
  1. Sand and Gravel - Extensions to existing sand and gravel workings will generally be supported where these can be accommodated without detriment to the environment or local communities. No proposals for sand and gravel working at new locations will be permitted.
  2. Hard Rock - Hard rock quarrying proposals, or extensions to existing operations to meet the potential shortfall in supply will be rigorously assessed against the criteria set out in ENV10. No further extension to Tillicoultry Quarry will be supported.
  3. Peat - There will be a strong presumption against peat extraction on any sites containing active peatland as classified in the National Peatlands Resource Inventory, and on sites where the peat deposit has been damaged but is capable of rehabilitation.
