Licence - Public Charitable Collections
The Council would prefer applicants to apply, register or give notification online if at all possible. It will remain possible, however, to arrange for the Licensing Administrator to send you the application/registration form you require or for you to collect forms at the Council's main office at Kilncraigs. You can also download a PDF of the form on the Licensing Application Forms page and lodge the completed form with the appropriate fee and necessary supporting documents with the Licensing Administrator by post or by calling at Kilncraigs.
Licence summary
To organise a public charitable collection to be held in a public place or by house-to-house collection you will need permission Clackmannanshire Council, unless you hold an exemption.
There is no fee payable.
The Council may impose conditions, taking account of local circumstances, including :
- specification of date, time and frequency of collection
- specification of area where it can take place
- regulation of its conduct
- specification of form of collection boxes, other containers and other articles used for the collection
- matters relating to local circumstances
Eligibility Criteria
The organiser of the collection must apply in writing or by electronic means to the Council no later than one month before the date of the collection unless the Council has specified another time period.

Application Evaluation Process
The Council will consult the Chief Constable of Central Scotland Police and make such other inquiries as it thinks fit.
The Council will consider:
- whether any public inconvenience will arise from the proposed date, time, frequency or area of the collection
- other collections taking place on the same or a near date
- the adequacy of amount of money to be given to charity from the likely proceeds of the collection
- any convictions of the organiser that involve dishonesty
Will Tacit Consent Apply?
Yes. This means that you will be able to act as though your application is granted if you have not heard from the Council by the end of the target completion period which is 6 weeks from date of receipt of your application with all supporting documentation.

The organiser of a collection may appeal to the Sheriff of Tayside, Central and Fife at Alloa within 14 days of the date of refusal or the imposition of conditions. If reasons for a decision have been given, the 14 days period runs from the date of receipt of those reasons.

The organiser of a collection may appeal to the Sheriff of Tayside, Central and Fife at Alloa if permission is withdrawn or conditions are varied within 14 days of the date of the decision or, if reasons for a decision have been given, within 14 days from the date of receipt of those reasons.
