Strategic Environmental Assessment Environmental Report
Clackmannanshire Council has prepared a draft Local Transport Strategy (LTS) for the period 2006 – 2009. The LTS sets out the Council’s aims, objectives, policies and strategies for the next three years addressing transport issues.
As part of the LTS process a Strategic Environmental Assessment (SEA) is required. SEA is a systematic method for considering the likely environmental effects resulting from pursuance of the policies in the LTS. A scoping report has been prepared and consulted on by Scottish Natural Heritage, Historic Scotland, the Scottish Environment Protection Agency and Stirling Council. The next stage in the SEA process is to prepare an Environmental Report (ER).
The aim of the ER is to identify, assess and reduce any potential adverse impacts on the environment as a result of the LTS. The principle of the ER is to ensure that alternative solutions and approaches are considered. This allows for a full consideration of the likely environmental effects and enables both the importance of the predicted effects and the scope for mitigation to be properly evaluated.
The ER forms the key document in the SEA consultation process. It should be read in conjunction with the LTS and specifically Section 3 – Transport and the Environment, as this outlines the environmental baseline as it relates to transport.
