Community Care Charging Policy

Charging Policy for the services provided by Social Services in respect of Community Care and Residential Care is based on guidance issued by the Scottish Executive in relation to the NHS and Community Care Act 1990,and detail:
- services for which charges may be made;
- services for which charges cannot be made;
- setting the level of charges;
- income that may be taken into account in assessing ability to pay.
Clackmannanshire Council Social Services has adopted a charging policy to provide a consistent framework for charging for services. It is this policy that details what services can be charged for and the amount for fixed charge services. At present the amount calculated towards the cost is based on guidelines of rates set by the Benefits Agency (DSS).
What services are charged for?
Charging falls into one of three categories:
1. Fixed Charge Services
- meals provided at home and at Day Centres;
- respite care.
2. Free Services
- Personal care over age 65
- minor adaptations;
- equipment to assist with daily living;
- mobile Emergency Care Service;
- Day Care;
All services to children are currently free.
3. Services charged on your ability to pay
- Home Care;
- Residential Care;
- Nursing Home Care;
- major adaptations to property.
How will I know how much I have to pay?
The Community Care worker who visits you to assess what services you will require, will carry out a financial assessment to determine the amount you will pay.
A financial assessment is about noting what income you have and then calculating the amount payable for the service received.
Will the charge for service provision change?
Yes:
- as benefits change (annually);
- as your personal circumstances change;
- as the Council charging policy is changed;
- following an annual review.
You MUST also inform us if there is a change to your financial situation.
